- Our economy/job creationEducation needs including workforce developmentHealthcare-Physical and Mental North Carolina needs to change its approach to the State Budget. I am a strong propondent for "Zero-based Budgeting". This process requires all state funded agencies and programs to submit annually their financial need based on efficiency and effectiveness resulting in a finding that the program is essential for the operation of state government. This method will eliminate unnecessary spending, provide better services and result in tax savings for all North Carolinians.
