Budget

1. In order to balance the budget, do you support an income tax increase on any tax bracket?
- Yes

2. Extreme trickle-down economics don?t work. The pragmatic path toward a balanced budget is to expand the economy from the middle by prioritizing working families. The 2017 tax legislation must be amended to lower taxes for the middle class, while raising the corporate tax rate and taxes for the top 1%. Defense savings are possible, but not on the back of our troops, veterans or their families. DoD spending must be driven a more realistic assessment of warfighting requirements.
- "Phil is committed to supporting Americaâ??s military power by working to permanently end the Defense Departmentâ??s budget sequestration as a critical step toward improving military readiness, developing future capabilities and renewing our covenant with the entire military community." http://www.ehrforcongress.com/issues/ (www.ehrforcongress.com)

Immigration

1. Do you support the construction of a wall along the Mexican border?

2. The proposed border wall would be ineffective, a waste of taxpayer money and a monument to fear. I support border enforcement capabilities to address the actual border crossing situation. We want a fair system that respects people who immigrate according to the law. An estimated 11 million undocumented immigrants are contributing to our economy more than they are taking. In these circumstances, and as part of comprehensive immigration reform, I support a path to permanent residence status or citizenship. Additionally, we must reunite the children remaining in detention with their families; and honor the commitment we made to DACA recipients.
- "We are a nation of immigrants. Some came to this country fleeing tyranny, religious persecution, poverty and violence. Some came seeking opportunity and some came against their will. All have built this nation that we know today. Our current immigration system needs reform. As a country, we are judged by how we treat the least among us: children, the elderly, the sick and those fleeing violence, poverty and persecution." https://www.ehrforcongress.com/issues/immigration (www.ehrforcongress.com) "We need to bring the estimated 11 million undocumented immigrants into the light. Congress needs to address the issue with legislation. Phil believes the United States should provide these immigrants with an opportunity to work toward permanent resident status or citizenship. They should have a pathway that includes penalties, payment of back taxes and the potential to become a citizen over time. This is not amnesty, nor is it a proposal for them to "jump the line." It is an offer that will afford them the ability to obtain a driverâ??s license, buy health and car insurance, pay state and federal income tax and eliminate the fear of being picked up, deported and separated from their family." http://www.ehrforcongress.com/issues/ (www.ehrforcongress.com) "Our common values require that we love our neighbor as ourselves. This principle should govern our treatment of immigrants and guide our legislative reform. Reform should, among other goals, protect American workers, establish workplace compliance, maintain secure and demilitarized borders, and promote an inclusive American identity." https://www.ehrforcongress.com/issues/immigration (www.ehrforcongress.com)

Marijuana

I support the actions Florida took to legalize medical marijuana and federal legislation to enable medical research into marijuana?s effects. That research should inform a potential future decision on legalization. I support decriminalizing recreational marijuana. The criminal justice system penalizes minority offenders significantly more than majority (white) offenders. Decriminalization would eliminate mandatory minimum jail sentences for low level offenders and lead to more effective rehabilitation.

National Security

1. I believe the United States should apply the ?just war tradition? to questions of war and peace, which does not support ?preventive wars? or ?wars of choice?. North Korea is the most urgent threat. Although talking with the North Koreans is warranted, results from the Singapore summit have done more harm than good. America?s intervention in Middle Eastern conflicts must be based on America?s security interests. Central among these are eliminate safe havens for terrorists and guaranteeing Israel?s security.
