Policy Positions

Texas Congressional Election 2018 Political Courage Test

Abortion

1. Do you generally support pro-choice or pro-life legislation?
- Pro-life

2. Other or expanded principles
- I 100% believe life starts at conception. Through my 30 years in ministry, I have counseled numerous young ladies considering abortions to choose life and have loved those who had abortions. I'm the only candidate in this race that has DEVOTED HIS LIFE to preserving life.

Budget

1. In order to balance the budget, do you support an income tax increase on any tax bracket?
- No

2. In order to balance the budget, do you support reducing defense spending?
- Yes

3. Other or expanded principles
- As I state on my website under National Security proposals, we need to fight with 21st strategies. No one is concerned about North Korea bringing 500,000 troops to the US; we're worried about bombs. My plan lays out 21st-century strategies to address necessary changes. https://www.kevinforcongress.org/national-security-proposals I am proposing a 100% dedicated 1 Penny national sales tax to help pay off the national debt, with Congress being mandated to match that amount by spending less revenue than income. For instance, 1 penny would result in approximately $450,000,000,000 annually. Congress must match that reduction. Drastic times call for drastic measures. https://www.kevinforcongress.org/national-debt

Campaign Finance

1. Do you support the regulation of indirect campaign contributions from corporations and unions?
- Yes

2. Other or expanded principles
- I would propose political contribution being donated by individuals, with a maximum amount allowed of $100. Businesses and unions should NOT be able to influence elections by throwing money at their pet candidates! Campaigns have unfortunately become about who has the most money to print campaign materials, rather than about who is the best candidate with the right ideas for America.

Economy

1. Do you support federal spending as a means of promoting economic growth?
- No

2. Do you support lowering corporate taxes as a means of promoting economic growth?
- Yes

3. Other or expanded principles
- Yes, and I have a tax plan that deals with individuals and corporations. My tax plan calls for a 12% flat tax for corporations. My proposal would simplify accounting, encourage businesses to keep money in the US instead of offshore accounts, and infinitely reduce the tax code. https://www.kevinforcongress.org/tax-plan

Education

1. Do you support requiring states to adopt federal education standards?
- No

2. Other or expanded principles
- Since the inception of the Department of Education in 1979, we have spent over $1.5 trillion in this department. However, test scores have remained stagnant, for the most part. I believe this is a 10th amendment issue and that states should have the right to determine what students will learn in the classroom. Additionally, I would propose an agreement similar to the National Council for State Authorization Reciprocity Agreements for high school graduates, as is currently offered for colleges. https://www.kevinforcongress.org/education

Energy & Environment

1. Do you support government funding for the development of renewable energy (e.g. solar, wind, thermal)?
- No

2. Do you support the federal regulation of greenhouse gas emissions?
- No

3. Other or expanded principles
- We need fewer governmental regulations from the federal government and LESS government investment in areas where private businesses can thrive! Businesses should receive their reward from consumers who purchase their products when they succeed. Solyndra is a perfect example of what happens when the government throws money at a problem. The federal government has NO BUSINESS being in this business!

Guns

1. Do you generally support gun-control legislation?
- No

2. Other or expanded principles
- I am a staunch advocate of the Second Amendment and a proud gun owner! The Sutherland Springs, TX, First Baptist Church shooting came to an end before everyone lost their lives when good people with guns stopped a bad person with a gun. Gun control legislation will only negatively impact the law-abiding Americans who want to carry guns. Do we need to be responsible? 100% yes! Every gun owner bears a great responsibility to know how to use and properly store their weapons, but we cannot take away this freedom afforded by the US Constitution.

Health Care

1. Do you support repealing the 2010 Affordable Care Act ("Obamacare")?
- Yes

2. Other or expanded principles
- Yes, the 2010 Unaffordable Healthcare Act caused my health insurance to double and my coverage to be cut, while my deductible increased. While I do have compassion and want people to receive health coverage, this is NOT the job of the federal government to mandate! My Healthcare Improvement Plan outlines what Congress needs to do to remove barriers for insurance companies across state lines, establish realistic tort reforms, create price-gouging protections, and work with insurance companies to develop new types of affordable healthcare policies. We need to allow private business do what they do best! https://www.kevinforcongress.org/healthcare

Immigration

1. Do you support the construction of a wall along the Mexican border?
- Yes

2. Do you support requiring immigrants who are unlawfully present to return to their country of origin before they are eligible for citizenship?
- Yes

3. Other or expanded principles
- Yes, 100%! I'm THE ONLY CANDIDATE to propose a plan for immigration reform requirements. I suggest the creation of a visa system that requires every person in the US illegally to register and pay a $100 annual fee to remain. I also offer provisions for setting them up with legal documentation, the exclusion of government subsidies or entitlements and provides a path for corporations, if they used illegal workers, to legally comply with labor laws. My plan assumes current US laws and Green Card requirements for consideration of citizenship. https://www.kevinforcongress.org/harrison-seven-point-immigration-protection-plan

Marijuana

1. Do you support the legalization of marijuana for recreational purposes?
- No

2. Other or expanded principles
- I do not support the recreational use of marijuana because studies have proven the regular use of marijuana has numerous short-term and long-term effects. Furthermore, empirical and anecdotal evidence suggests it may lead to other addictive behaviors. Additionally, legalization of marijuana will, most likely, lead to more drivers driving under the influence; potentially costing innocent lives in accidents. Finally, legalization will undoubtedly result in additional challenges and calls for law enforcement. I am for the use of medical marijuana when prescribed by doctors to alleviate medically-documented chronic pain or in end of life pain managements circumstances.

National Security

1. Should the United States use military force in order to prevent governments hostile to the U.S. from possessing a nuclear weapon?
- Yes

2. Do you support increased American intervention in Middle Eastern conflicts beyond air support?
- No

3. Other or expanded principles
- The Middle East has a long history of instability, and our involvement has not stabilized the region. In fact, it's done the opposite. I am 100% for air support and targeted missions. However, this is a part of my plan for fighting war and conflicts with 21st-century strategies. We live in 2018, not 1942, and we don't need to engage our military in hand-to-hand combat unless it directly impacts the safety of Americans and vital American interests. We must stop rogue nations and militant groups from achieving nuclear weapons through targeted bombings and hardline sanctions. https://www.kevinforcongress.org/national-security-proposals

Administrative Priorities

Please explain in a total of 100 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding.
- What separates me from ALL candidates in this race is I have sound plans versus their sound bites. I provide a clear explanation of what my priorities are and the path to get there. 1) NATIONAL SECURITY - https://www.kevinforcongress.org/national-security-proposals2) IMMIGRATION REFORM - https://www.kevinforcongress.org/harrison-seven-point-immigration-protection-plan3) HEALTHCARE - https://www.kevinforcongress.org/healthcare Additionally, I am passionate about making term limits a reality in Congress, with all members of Congress serving a maximum of 12 years and Congressional pensions cut in half. I would also propose members of the House and Senate serve four years terms each.
