Kathleen Bailey was born in Dallas, Texas. Bailey earned a bachelor's degree and a Ph.D. from the University of Illinois in 1971 and 1976, respectively. Her career experience includes working as the assistant director of the Arms Control & Disarmament Agency, with the Lawrence Livermore National Laboratory, as a commercial farmer, a photographer, a painter, a filmmaker, and an author. Bailey has served as a senior associate for the National Institute for Public Policy.
