- 1. After years of mounting evidence that our health care system has become dysfunctional, we need to obtain affordable health care coverage for all residents of Delaware. 2. Given the widely recognized need to improve our education system in order to remain globally competitive, it is imperative that our state finds ways to achieve a better educational return on existing resources. To accomplish this we must implement the Quality District Model (QDM) statewide. In QDM schools, the slow learners, average and gifted-talented students all achieve maximum progress related to each student's abilities and potential.
