Tobin was appointed to the Arizona Corporation Commission by Governor Doug Ducey, effective January 4, 2016. Tobin was selected to replace former Commission Chair Susan Bitter Smith (R), who resigned in response to accusations of a conflict of interest. He was elected to a full, four-year term on November 8, 2016, and was sworn into office on January 2, 2017.

Tobin was appointed Arizona Director of Insurance and Financial Institutions by Governor Ducey, effective October 12, 2015. He replaced outgoing director Germaine Marks. He was replaced by current interim Director Leslie Hess as of February 9, 2016.
