Lieutenant Governor of Washington (1996 - 2017)
Owen was first elected lieutenant governor in 1996 and was subsequently re-elected in 2000, 2004, 2008, and 2012. Owen announced in March 2016 his intention to retire at the end of his term in 2017.
As lieutenant governor, Owen served as president of the Washington State Senate.

Washington State Legislature (1976 - 1996)
Owen was elected to the Washington House of Representatives in 1976. In 1983, he was elected to the Washington State Senate, where he served until his election as lieutenant governor.
