Hall served as a member of the New Mexico Public Regulation Commission from 2011 to 2014. He was elected to the position on November 2, 2010. Hall was named chairman of the commission by a 3-2 vote on January 8, 2013.

Hall served three terms in the New Mexico House of Representatives. He was a member of the Business and Industry Committee, the Transportation Committee, the Energy, Minerals and Natural Resources Committee and the Higher Education Committee.
