Policy Positions

Wisconsin Congressional Election 2016 Political Courage Test

Abortion

1. Do you generally support pro-choice or pro-life legislation?
- Pro-life

2. Other or expanded principles
- Spencer Zimmerman responded to the 2008 Political Courage Test and has not changed position on any issue since that time. The Pro-Life Wisconsin Victory Fund Political Action Committee has previously endorsed Mr. Zimmerman.

Budget

1. In order to balance the budget, do you support reducing defense spending?
- No

2. In order to balance the budget, do you support an income tax increase on any tax bracket?
- No

3. Other or expanded principles
- Election Preview: Crowded field of Republicans vying for Senate seatBy TRISHA SCHULZNorfolk Daily NewsApril 27th 2012 Zimmerman supports a balanced budget amendment but would go a step farther by enacting the Citizen Legislature Act which cut Congress to part-time and their pay in half. He's also interested in the idea of restoring the unicameral Continental Congress that was in place during the American Revolution. This would cut costs by reducing the number of congressmen and senators, shrink the size of government and improve efficiency by representatives only voting once on a bill.

Campaign Finance

1. Do you support the regulation of indirect campaign contributions from corporations and unions?
- No Answer

2. Other or expanded principles
- Spencer Zimmerman responded to the 2008 Political Courage Test and has not changed position on any issue since that time.

Crime

1. Do you support capital punishment for certain crimes?
- Yes

2. Do you support alternatives to incarceration for certain non-violent offenders such as mandatory counseling or substance abuse treatment?
- No Answer

3. Do you support mandatory minimum sentences for non-violent drug offenders?
- Unknown Position

4. Other or expanded principles
- Justice must be served against all who aided the 9/11 terrorists and for this reason I am calling for a new investigation based on the recently declassified 28 pages documenting specific indications of foreign governments support of the 9/11 hijackers and a U.S. District Court Ruling that Iran directly supported al Qaeda in the 9/11 attacks. This investigation should include Russia which according to a report by the Nuclear Threat Initiative on 9/11 was conducting the largest exercise of their Strategic Nuclear Forces since the Cold War and according to the Washington times diverted NORAD fighters to Alaska and Canada.

Economy

1. Do you support federal spending as a means of promoting economic growth?
- Unknown Position

2. Do you support lowering taxes as a means of promoting economic growth?
- Yes

3. Do you support providing tax incentives to businesses for the purpose of job creation?
- Yes

4. Other or expanded principles
- Economic opportunity is my main priority, I support creating a business-friendly environment that will bring new jobs and opportunity to the district. The recent approval of a radioactive medical isotope production facility in Janesville by the Nuclear Regulatory Commission is exciting news. On the horizon is a privately funded $8 billion rail project proposed by Great Lakes Transportation Corporation that would be the largest project of its kind in the US in over 100 years. Another major investment in our infrastructure is Enbridge Line 66, a $3 billion pipeline that will transport over 23 million gallons of oil per day.

Education

1. Do you generally support requiring states to adopt federal education standards?
- Unknown Position

2. Other or expanded principles
- Spencer Zimmerman responded to the 2008 Political Courage Test and has not changed position on any issue since that time.

Energy

1. Do you support building the Keystone XL pipeline?
- Yes

2. Do you support government funding for the development of renewable energy (e.g. solar, wind, thermal)?
- Yes

3. Do you support increased regulations on the hydraulic fracturing ("fracking") industry?
- No

4. Other or expanded principles
- It is time to end our addiction to oil controlled by Islamic radicals and hostile foreign powers like Russia and Iran, I support jobs and Energy Security for our nation. America will never achieve Energy Independence without projects like the Keystone pipeline. Enbridge provides 100% of Wisconsin refinery capacity and 15% of U.S. oil imports, I support Enbridge Line 61 and 66. America needs more oil, more gasoline, more jobs and more privately funded investment in our Energy Infrastructure.

Environment

1. Do you believe that human activity is contributing to climate change?
- No

2. Do you support the federal regulation of greenhouse gas emissions?
- No

3. Other or expanded principles
- Spencer Zimmerman responded to the 2008 Political Courage Test and has not changed position on any issue since that time.

Guns

1. Do you generally support gun-control legislation?
- No

2. Other or expanded principles
- I support banning Muslims on the terror watch list and the no-fly list from buying guns. Our nation has been at war with radical Islam for nearly 15 years and to keep Americans secure it is necessary to ban Muslim immigration indefinitely. I am a vigorous defender of the Second Amendment and in 2015 my National Rifle Association Candidate Position on Gun Rights rating was 86%. The NRA previously rated me AQ saying I was a pro-gun candidate based on my responses to the NRA-PVF Candidate Questionnaire making me a legislator with an excellent voting record on critical NRA issues.

Health Care

Immigration

1. Do you support requiring immigrants who are unlawfully present to return to their country of origin before they are eligible for citizenship?
- Yes

2. Other or expanded principles
- I want to preserve the English language by requiring new American citizens to speak English and provide them the resources necessary to learn our nation's language. The United States needs to halt illegal immigration and secure our state by building a wall along our southern border and permanently deporting illegal aliens.

Marriage

1. Do you support same-sex marriage?
- No

2. Other or expanded principles
- Spencer Zimmerman responded to the 2008 Political Courage Test and has not changed position on any issue since that time.

- Unknown Position

2. Should the U.S use military force in order to prevent governments hostile to the United States from possessing a nuclear weapon?
- Yes

3. Other or expanded principles
- Election Preview: Crowded field of Republicans vying for Senate seatBy TRISHA SCHULZNorfolk Daily NewsApril 27th 2012 Zimmerman said he's most concerned about the threats posed by collaboration between Russia, China, Iran and North Korea leading to nuclear proliferation. "My approach would be similar to (John F.) Kennedy's during the Cuban Missile Crisis," Zimmerman said. "I would regard any attack by Iran or North Korea against the U.S. or our allies as an attack by both Russia and China requiring a full retaliatory response."

Social Security

1. Do you support allowing individuals to divert a portion of their Social Security taxes into personal retirement accounts?
- Yes

Administrative Priorities

Please explain in a total of 100 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding.
- I support a Term Limits Constitutional Amendment, 2 terms for Senators and 8 years for Congressmen. We need to bring jobs back to America. Donald Trump has said he would impose a 35% tariff on cars made in China and Mexico to prevent companies from moving manufacturing out of the US. I'm confident there would have been an opportunity to reopen the Janesville GM plant with such a tariff and would sponsor an act to implement increased tariffs on Chinese and Mexican imports. In 2017 all Kennedy assassination records must be released, hold Russia and Cuba responsible for any involvement.
