Connelly previously served in the Illinois House of Representatives from 2009 to 2013. He graduated from Loyola University in 1986 and the John Marshall Law School in 1989. His work experience includes serving as an assistant state attorney in Cook County, law clerk for Justice Allan Stouder in the Illinois Appellate Court, and as a private practice attorney.
