19. All of these decisions are made in the context of the economic situation and the overall budget. Under some circumstances I could support raising these taxes. Under other circumstances I would support lowering some of them, especially property and and sales taxes for income limited residents. In general, Washington needs a less regressive tax structure. I support a homestead property tax exemption for homeowners, which might shift some property taxes to businesses. We have a gross business tax. It should be changed to a net tax. To avoid cutting education and health care, I might support increased taxes.
- All of these are state funding responsibilities. It is the responsibility of the state legislature to ensure that they are appropriately funded, but this may involve a mix of revenue sources, public and private. Many of them may be partially user-fee funded, as in gas taxes for transportation infrastruture, reasonable user fees for buses and ferries, tuition for higher education, etc. It may be appropriate for the private sector to play a role as well, as in payments for health insurance or impact fees for developers. In a recession, they may need to be cut to avoid tax increases.
