- To me, many of these issues are less about a yes/no answer, and more about how the polices are implemented. For instance, merit pay might be useful in some states and school districts, but I've seen too often that poorly implemented merit pay systems lead to distorted incentives and unintended negative consequences. My biggest qualm with charter schools is not that they are publicly funded, but that they are allowed to profit from taxpayer dollars.
