Julia C. Howard (b. August 20, 1944) is a Republican member of the North Carolina House of Representatives, representing District 79. Howard was first elected to the chamber in 1988. Because of redistricting, Howard is running for re-election in District 77. The primary election will be held on May 8, 2018. The general election will take place on November 6, 2018.

Howard was a 2016 Republican candidate who sought election to the U.S. House to represent the 13th Congressional District of North Carolina. Howard was defeated by Ted Budd in the Republican primary.
