- We should eliminate those expenditures not necessary to the protection of Idahoan's life, liberty or property. As to Medicaid, the program should be phased out, and we should seek free-market health care solutions. Health Care, provided or paid for by others is not a Right, although I believe all Idahoans should have equal access to all healthcare. Idaho should stop cooperating with the fraudulent federal withholding from Idahoans paychecks. We can eliminate the State Income Tax, and most other taxes, if we enacted legislation imposing a true excise tax on all financial transactions within the State of Idaho.

- b) enacting legislation for any substance for "recreational purposes" is not the proper role of government. Marijuana and Hemp are valuable agricultural products albeit the former can be subject to misuse. That marijuana can be abused is not a sufficient reason for the State to take on the burden of prohibition, regulation or eradication. Adult Idahoans have a personal responsibility for their own conduct and use of any substance, alcohol included. CBD should be available to Idahoans without restriction. - c) It depends on the crime and the age of the juvenile.

- b) and d) I support parents Right to choose the best educational alternative for their children. If state funding is utilized, it should go with the student to the entity providing the education selected by the parents. Charter schools are a viable option, as are private schools and, if the parents so choose, home schools. With regard to Teacher pay and student performance, there must be some objective standard to judge the effectiveness of a teacher, whether it is reading, math, or any other subject. I would need to explore more data to see what the best option/standard might be.
